Promoción pública a través de cooperativas de cesión de uso. El caso de Txomin Enea

Abstract

Este trabajo profundiza en la fórmula cooperativa (en cesión de uso) como modelo de provisión de vivienda asequible. En nuestro contexto, la figura jurídica de las cooperativas de viviendas en cesión de uso no ha tenido históricamente mucha presencia, si bien en los últimos años su potencialidad se ha visto reforzada, tanto por las iniciativas surgidas bottom up, como por las soluciones innovadoras top down, que desde algunas instituciones se han querido implementar. En este artículo se presenta una revisión de las cooperativas de viviendas en cesión de uso, y tras ello, se desarrolla un estudio de caso en profundidad de la iniciativa pionera de Txomin Enea, la primera promoción pública realizada a través de esta fórmula.
