La importancia de los aspectos distributivos en la evaluación económica

Abstract

Este artículo aborda la evaluación de los efectos redistributivos de las políticas públicas, discutiendo su alcance y presentando los principales instrumentos, métodos y enfoques seguidos para llevar a cabo la medición de los cambios distributivos generados, así como su impacto en el bienestar social. En primer lugar, se expone el marco metodológico que, entroncado con los fundamentos de la Economía del Bienestar, sirve para dotar de rigor científico a las valoraciones realizadas. En segundo lugar, se aborda el papel de la microsimulación en la evaluación ex-ante de las políticas públicas, atendiendo a sus efectos redistributivos. A continuación, el artículo valora la idoneidad de incorporar los aspectos distributivos a la evaluación de impacto. Finalmente, se trata la inclusión del análisis distributivo en los modelos macroeconómicos de equilibrio general.
