Abstract

The progressive digitalization of the economy and society and the development of strategies and public policies is a two-way process. In the European Union, the achievement of a single digital market has required the monitoring of its associated policies. This instrument, although it presents some difficulties, is useful to know the performance of the digitalization of the member states as it can constitute a factor of digital competitiveness and welfare for its citizens. This article studies the evolution of the digital performance of the Basque Country through the DESI framework, as well as the analysis of the behaviour of the index and its components in the period 2017-2019, identifying the main levers and barriers for the coming years.
