Sostenibilidad de la economía vasca tras la Gran Recesión: balance y principales retos

Abstract

The aim of this article is to evaluate the effect that the Great Recession of 2008 has had on the transformation of the Basque economy towards a more competitive, low-carbon and more resourceefficient economy. In doing so, we analyze the evolution of the environmental awareness of citizens, environmental protection expenditure, ambition of environmental, energy and climate policies and the main environmental quality indicators in Euskadi during the last decade. From this assessment we conclude that the main challenges and strategic areas for the future are three. First, the strengthening of environmental awareness and the participation of Basque citizens in the planning of environmental protection. Second, the opportunity to promote fiscal and price policies with a long-term perspective to guide the behavior of agents and reallocate resources in order to achieve environmental objectives and increase economic growth and social welfare. Finally, the need to ensure that the environmental transition of the Basque economy is equitable and especially just with the most vulnerable sectors of society.
