Abstract

TEmployment mediation was for a long time a free service which was exclusively in the hands of the state. However it is one of the areas affected by the two most recent labour reforms in Spain, which have sought to liberalise it and open it up fully to private initiatives. Under the previous scenario, which resulted from the reform of 1994, publicly run employment services and not-for-profit placement agencies were the only legally recognised, regulated bodies allowed to engage in employment mediation. Act 35/2010 legalised private mediation for profit and Act 3/2012 made it possible for temporary employment agencies to set themselves up as private placement agencies for profit.
