El sistema de gobernanza en el País Vasco

Abstract

The system of governance of the Basque Country is conditioned by its’ institutional density and proliferation. As a result, the system is facing several coordination problems, calls to inter-institutional participation, and the requirement of a system of evaluation of the institutional practices. The limits and struggles to know where the responsibilities of certain administrations start or finish are not easy to define. The existence of laws, decrees and arrangements that trace these limits and frontiers with the exclusive responsibilities of each institution don’t guarantee the solution to the problem. In these circumstances, the governance of the administrative system demands that the mechanisms to manage such complexity, like those related to coordination, participation or evaluation, become the main resources and bastion of good practices in order for the system to function efficiently and effectively.
