Abstract

In 2004, the Department of Innovation and Knowledge Society asserted its desire to know the «type» of relations that has been establishing with other organisations and institutions throughout the different actions and programmes that it achieved. The Department showed its preoccupation about the quantity and quality of its relations, with the convention that the major relations between different organisations and institutions affects in an extraordinary way on the mutual development, the creation and the interchange of knowledge, and finally on the execution of the proposed objectives. The created measurement instrument of the social capital in this investigation is a new proposal to measure the quantity and the quality of the relations of a concrete institution. The followed methodology in this investigation could be applied to develop new instruments of measurement for other type of organisations different from the ones treated in this survey.
