Abstract

It considers the renewed role of the nation-state as well as the changing reality for regions as emerging actors in the current round of globalisation, pointing in particular to the contradictions and conflict of interest between them. The reshafling of spatial scales goes hand in hand with a reshaping of the regulatory spaces relevant to the global neoliberal regime. The increasing significance of the mesoregulatory scale demands reconsidering the role of these spaces in the evolving multi-level polity, especially under way in the European Union. In this context, this article considers the position of Euskadi 'that incorporates a development project of its own' as a global agent or subject in the current geo-economic transition. Specifically, it highlights the significance of the social dimension internally as well as externally for the consolidation of the specific development project in Euskadi and its positioning as global subject.
