La política comunitaria de I+D+i y los sistemas nacionales y regionales de innovación

Abstract

The primacy of science and technology as a source of competitiveness in the developed societies pushed all the public administrations to consider its promotion as a prior objective from the regional level to the European one. Nevertheless, the community politics of investigation, development and innovation, have not yet reached the wished efficiency as far as conversion of knowledge is concerned and this through the innovating activity of enterprises. The present debates point to the fact that nowadays exists an important political determination to increase the weight of the innovation promotion in the community programmes, in addition to the actions that should be materialized in order to fit with the next Framework Programme. The regional administrations that are closer to the enterprises, and in particular to the small and medium ones, have to perform a key role as far as these actions are concerned.
