Análisis y políticas de clusters: teoría y realidad

Abstract

Cluster kontzeptuaren adiera autore eta korronte batzuengandik besteengana asko aldatzen dela azaldu ondoren, horrek autore eta korronte horiek clusterren esparru geografikoaz, haiek osatzen dituzten organizazio eta erakundeez, haien enpresen arteko erlazio-motaz (elkardependentziakoa edo antzekotasunekoa) eta kontuan hartutako fluxuez (produktuenak edo ezagutzarenak) egindako hautaketarekin zerikusia duela erakusten da. Ondoren, clusterren existentzia esplikatzeko literaturak erabili ohi dituen faktoreak agertzen dira, eta baita haren azterbideak eta ikerketa-teknikak ere. Hirugarrenik, munduan clusterrek zer-nolako ezaugarriak dituzten erakutsi eta aztertzen dira: ezarpen-maila eta garapena, adina, tamaina, enpresa eta sektore-motak, mugapen geografikoak, kideen arteko harremanak, lehiakortasuna eta faktore erabakitzaileak. Eta azkenik, cluster politikak justifikatzeko arrazoiak jorratzen dira, politika horiek jarraitu beharko lituzketen hastapenak finkatzen dira, eta politikaren gobernuaren eta bilatutako abantaila lehiakorraren esparru geografikoen araberako cluster politiken sailkapena eskaintzen da.
