Abstract

The services sector in the Autonomous Community of the Basque Country has succeeded in recovering a significant proportion of the industrial jobs lost to recession. This capacity for creating employment is closely linked to the particular features of the services involved and their markets. The article analyses the conditions of market competition for tertiary activities in the case of the Autonomous Community of the Basque Country, examining both quantitative and qualitative factors. The scenario in which these conditions operate is changing, with the services markets going from a position of considerable protection and intervention to one of greater openness and deregulation. The lines for development too have undergone significant alterations, especially with the increasing incorporation of new information technologies. These transformations have a direct impact on the standard of competition of the services and, naturally, affect the parameters for creating jobs in the Basque Country.
