Dimensiones de un sistema de innovación regional: organizaciones e instituciones

Abstract

This article analyses the appearance, in recent times, of a new regional theory characterised by some innovative analytical elements. In this new approximation the importance of the configuration of formal and informal networks between administrative, political, educational, science and entrepreneurial organisations is recognised. Such a configuration is made in an atmosphere of confidence that allows for the minimisation of transaction costs in the economy as a whole. The "cultural profile" of the region and the importance assigned to the institutional framework integrated by routines, habits, procedures and conventions are considered central elements not only for the comprehension of regional development dynamics but also for the elaboration of policies which contribute to the improvement of innovation and regional competitiveness. The authors conclude that, in order to produce a result that improves the innovation generated by the dynamics of relations between the various agents that integrate the regional system, it is necessary that the policies and infrastructures that stem from that generator of mechanical energy which proceeds from the administrative side can incentivate and even compensate the deficits that exist in that other set which generates permanently changing cultural and institutional processes.
