Abstract

The Spanish electricity supply industry is facing deep regulatory changes in line with those occurring in many other countries. This paper surveys the general trends in the reform of regulation in the electricity industry and examines the consistency between introducing competition into the Spanish electricity supply industry and the high degree of concentration among Spanish electricity firms. A number of key structural reforms are needed to increase rivalry among firms and transparency. A successful reform requires combining both, regulatory change and structural reform.
