Abstract

This paper analyzes how the monetary policy process may be implemented in a monetary cooperation context such as the Maastricht Treat proposed. We will examine how the Maastricht Treat designs the structure of the European Central Bank System during the third stage trough the Economic and Monetary Union. Particularly, we will analyze the advantages and disadvantages of descentralizing the monetary policy between the European Central Bank and the national banks inside the European System of Central Banks.
