El papel de los ayuntamientos en la puesta en marcha de una política de vivienda

Abstract

Following a review of the different possibilites offered to City Councils by the new legislation in matters of town planning, and once all the various problems which historically have corrupted public housing promotion are pointed aout, the author definately advocates for city authorities intervention supported bay public firms in charge of management, according to the possibilitities given by the Housing Plan and by the relevant legal figures available at present. Besides, various fields are specified where intervention is seen as potentially most useful, and a strong recommendation is amde towards having both the Communities and the City Councils entering a compromose through programme-contracts.
