Abstract

The unstoppable process towards the European Economic and Monetary Union has midterm direct implications on the behaviour of ail State Public Institutions. Such implications, included in the Convergency Program, require a commitment mainly from the Central State Administration and from that of the Autonomous Communities. In this context, the Autonomous Community of Euskadi has signed a protocol of intentions with the State Administration in order to establish a deficit and indebtment scheme until 1996. However, after the agreement, the general economic situation has evolved disfavourably, which will make fulfilment of such interinstitutional agreements difficult.
