La reconversión industrial. El cuento de nunca acabar

Abstract

This article supports the following thesis: it is practically impossible to obtain positive results implementing Industrial Renewal Plans (Planes de Reconversión Industrial). The author shows on one hand, the unchangeable nature of big firms immersed in a quick decomposition, from where are unable to get out by themselves. On the other hand, he also argues that these Plans, although kept firms alive, did not make them feasible and competitive. They were adopted too late and applied in a discontinuing and non-determined way. In fact, it has never been seen any industrial restructuring that has worked by law. As, the time passes, the problems of these firms have become more acute, particularly from the moment the EEC begins to penetrate into the domestic market. This fact will originate the necessity of a new plan to improve the declining sectors. In view of this evidence, the author advocates the idea that no more Industrial Renewal Plans should be carried out and the affected firms should be pure and simply closed down. Employment creation and the Basque Country economic recovery should go along other paths -small firms, young entrepreneurs, envlronment, infrastructure...- that have nothing to do with the future of firms like Altos Hornos and La Naval.
