Abstract

The author argues that the Basque economic system is very open but slightly internationalized to overcome the challenge of increasing competition in the domestic and foreign markets. The basque firms should consider their internationalization as a strategic aim in four relevant aspects -inputs, production, markets and technology-, modifying the past and present performance. The author recommends a strategy of external contractual cooperation based on partial agreements, opposing the more rigid operations of concentration. The paper ends arguing that the Public Administration should define the suitable framework in which the mentioned cooperation should be developed, presenting some initiatives and indicating the lines of action for the public authorities.
