Abstract

The increasing internationalization of the economy, the adhesion to the European Community and the Basque Country economic and institutional peculiarities, make necessary the articulation of some mechanisms that should develop some Public Sector strategies in the medium and long run. In this context, the underlying idea of this process is to keep the coordinated, open and cooperativa character of the planning, and the existence of different mechanisms should facilitate the decision making.
