Abstract

Technical change is the fruit of a Science-Technology-Industry system and not only of the R activities carried out by certain agents. For this reason, in the first section, which attempts to show the technological level reached in the Autonomous Community of the Basque Country, an analysis is made of all types of indicators on the activity of innovation and technological diffusion in our Community, and not only those relating to resources used in R Likewise, in the second section, which deals with the policy developed by Basque institutions to promote technical change, not only are the supportive measures for R activities analysed, but also, all the measures which have an effect on the Science-Technology-Industry system are studied.
