Abstract

O presente trabalho desenvolve um modelo stock-flow consistent que incorporaexplicitamente a teoria dos déficits gêmeos para, a seguir, analisar o impacto da política fiscale da dinâmica da dívida pública em um modelo pós-keynesiano, verificando seus efeitose limitações. Mesmo rejeitando vários pressupostos neoclássicos, a política fiscal possuilimitação para estimular permanentemente o crescimento, pois, se ela não for compatível como equilíbrio do balanço de pagamentos, o passivo externo líquido aumentará e se tornaráinsustentável. Por fim, essa hipótese é testada empiricamente e verifica-se que a dinâmica dapolítica fiscal e da posição externa estão associadas quando especificadas de acordo com oexposto por Godley e Cripps (1983) e modificado por Pérez Caldentey (2007).
