A Desregulamentação do Setor Sucroalcooleiro

Abstract

O objetivo deste artigo é determinar os principais atores e arenas de decisões envolvidas na desregulamentação do setor sucroalcooleiro brasileiro, utilizando conceitos de Economia Política. A desregulamentação foi conduzida por atores das regiões produtoras do Sudeste e Nordeste (como associações de produtores de cana, sindicatos e associações de produtores de açúcar e álcool e sindicatos de trabalhadores) e por políticos de várias regiões produtoras de cana, cujos interesses conflitantes influenciaram os tomadores de decisão. O CIMA foi a principal arena de decisão. Os principais atores que determinam as políticas públicas para o setor são os congressistas e os governos estaduais e municipais. Classificação JEL: L5; L7.
