Abstract

A América Latina permaneceu quase estagnada em termos per capita nos últimos vinte anos. As causas originais são bem conhecidas: a crise da dívida inter-relacionada e a crise fiscal do estado. Mas por que os países latino-americanos demoraram tanto para recuperar a estabilidade macroeconômica? Não apenas porque o ajuste fiscal e as reformas orientadas para o mercado foram controladas pelos grupos de interesse, mas também porque, mesmo quando os formuladores de políticas estavam livres de restrições políticas, eles cometeram graves erros políticos: erros que derivavam de incompetência técnica ou emocional e de uma subordinada “estratégia de construção de confiança”, que implicava fazer tudo o que as agências internacionais e mercados financeiros esperassem para obter crédito e credibilidade, em vez de usar seu próprio julgamento para tomar decisões e projetar as reformas necessárias.
