Abstract

Bu calismada, planlama ve planli kalkinma paradigmasi baglaminda Turkiye'nin 60li yillarda dunya sistemine eklemlenme cabalari ele alinmistir. Dunya sistemindeki planlama anlayisi incelenmis, Turkiye deneyiminin kendine ozgu niteligi ise; hazirlik sureci, kadro olusturulmasi, politik mudahaleler, uluslararasi kuruluslarin etkisi vb. acisindan degerlendirilmeye calisilmistir. Calismanin amaci, planlama anlayisinin arka planina dair bir bakis acisi olusturmaktir. Arka plan; incelenen donemde devletin politika uretme kapasitesinin ve devlet sinif iliskisinin niteligine iliskin bazi gozlemler yapma olanagini sunmaktadir. Elde edilen sonuclar, Turkiye'nin 60li yillarda izledigi iktisadi kalkinma stratejisini, devletin orgutlenme modeli kapsaminda degerlendirme olanagi sunmaktadir.
