Patent Sisteminde Turkiye’deki Teknoparklarin Yeri

Abstract

Teknoparklar universitedeki teknoloji ve bilim altyapisini sanayi ile bulusturan inovasyon sisteminin onemli yapilaridir. Literaturde teknoparklarin yapilarini, rolleri ve performanslarini inceleyen cok sayida calismalar mevcutken, ulkemizdeki teknoparklar uzerine calismalar sinirli sayida kalmakta ve ozellikle teknoparklari patent sistemi acisindan degerlendiren bir calismaya rastlanmamaktadir. Bu calisma ulusal inovasyon sistemi perspektifinden teknoparklarin patent uretimine katkilarini incelemektedir. Calismada Sanayi ve Ticaret Bakanligi verileri ile sirasiyla en fazla patente sahip Istanbul Teknik Universitesi (ITU), Ankara (Bilkent) ve TUBITAK-Marmara Arastirma Merkezi (TUBITAKMAM) ve en fazla arastirma gelistirme (AR-GE) projesine sahip Ortadogu Teknik Universitesi (ODTU) Teknoloji Gelistirme Bolgeleri’nden (TGB) anket yoluyla toplanan veriler incelenmistir. Sonuclar teknoparklarin kendilerine ozgu dinamiklerine, ornegin, universitelerle iliskilerin en fazla ODTU TGB’de kurulmasi ve bolgelerdeki ortak alanlarinin kullanilmasi sonucunda olusan bilgi dagiliminin en fazla patente sahibi olan ITU TGB’de gerceklesmesi vb., dikkat cekmektedir. Literaturle uyumlu olarak, Turkiye’deki teknoparklarin sagladigi avantajlarin inovasyon surecini destekledigi bulgusuna ulasilmaktadir. Ulkemizde bu konuda daha fazla calismanin yapilmasi gerekmektedir.
