How to involve different stakeholders in the development of roadside rest areas?

Abstract

Over the past few years, roadside rest areas face numerous problems. For the resolution of these problems and the further advancement of roadside rest areas, the involvement of the relevant stakeholders needs to be promoted. The immediate priority is how to promote the involvement of stakeholders. Considering the situation of roadside rest areas in China, this study proposes a four-party evolutionary game model consisting of the regulator, the operator, the government operating department, and service recipients of roadside rest areas to study each stakeholder’s dynamic evolution strategy and the model’s stable strategy. The results indicate that the first key to promoting stakeholders to participate in the development of roadside rest areas is to ensure strict regulation by the regulator. The active participation from the operator is the second key. This extends beyond adherence to laws and regulations, requiring them to fully leverage their initiative to provide high-quality services for drivers and passengers alike.
