Public data access and corporate digital transformation

Abstract

Employing the staggered launch of public data access platforms in different regions of China as an exogenous shock, this paper explores the impact of public data access on corporate digital transformation. We find that after the launch of the public data access platform, the degree of local corporate digital transformation significantly increases, which means the public data access facilitates corporate digital transformation. The plausible mechanism is the reduction of external environment uncertainty and the increase of the data resources utilized during the process of digital transformation. We further find that the above effect is more pronounced in regions where the characteristics of data elements supplied are more complete. Finally, the effect of different dimensions of public data access on corporate digital transformation is heterogeneous. This paper provides empirical evidence on the mechanism through which the data elements create value from the perspective of micro-corporate digital transformation.
