When lacking knowledge is inevitable: ignorance distribution and the exploration–exploitation balance

Abstract

Balancing exploration and exploitation is a central challenge in organizational learning, yet existing research has largely overlooked how the absence of knowledge is distributed across organizational members. Building on a microfoundational perspective, this study examines how the distribution of individual ignorance—from homogeneity to heterogeneity—shapes organizational learning outcomes. Results reveal an inverted-U relationship between ignorance dispersion and learning performance: moderate dispersion achieves superior outcomes by preserving diversity for exploration while maintaining integrative connectivity for exploitation. These findings challenge the view of ignorance as uniformly detrimental and highlight its structural role in managing exploration–exploitation tensions. We further investigate three organizational learning strategies—personnel redeployment, targeted experimentation, and targeted learning. While each strategy can enhance performance, its effects are contingent on ignorance distribution. In particular, exploitation-oriented strategies may become substitutive when jointly deployed. This study advances the microfoundations of organizational learning and offers new insight into sustaining organizational ambidexterity.
