Climate resilience and high-quality development in energy: Empirical evidence from 274 prefecture-level cities in China

Abstract

Faced with escalating climate challenges, building climate-resilient cities has become critical for advancing high-quality development in energy (HQDE). Using panel data between 2007 and 2022 from 274 Chinese prefecture-level cities, this paper innovatively constructs an urban HQDE index based on energy sustainability theory. Applying a difference-in-differences (DID) design to the rollout of the Climate-Resilient City Pilot (CRCP) policy, we identify the causal effects of the CRCP policy and its impact mechanisms. Results show that the CRCP policy significantly enhances urban HQDE, primarily through industrial structure adjustment, energy infrastructure construction, and improvements in innovation levels. Moreover, the policy effect is more pronounced in cities with a weaker governance foundation, resource-based cities, and those with high climate risk exposure. This study provides policymakers with evidence-based strategies to optimize CRCP policy to advance urban HQDE.
