Non-technological capabilities and the technological innovation in the new energy vehicle (NEV) sector

Abstract

Based on patent data from PATSTAT from 1990 to 2021, this paper examines the impact of countries' non-technological capabilities in NEV sector on NEV technological innovation. Expanding on existing quantitative research that focuses on a limited set of observable proxies, this paper develops an innovative indicator to measure countries' comprehensive non-technological capabilities in a specific sector. Based on this indicator, this paper empirically finds that countries' non-technological capabilities in NEV sector have a positive effect on the technological innovation in that sector. The effect is heterogeneous across NEV technological domains with different degrees of novelty and at different stages of the technology life cycle, and it also varies between leading and lagging countries. Overall, these findings highlight the pivotal role of non-technological capabilities in NEV technological innovation, and underscore the empirical value of our indicator.
