Beyond emissions: Material-flow boundaries in California's transport transition scenarios

Abstract

Institutional transition scenarios play a central role in shaping climate policy, yet they are typically evaluated through a narrow set of indicators focused on territorial greenhouse gas (GHG) emissions. This paper argues that such frameworks provide an incomplete assessment of sustainability when material requirements remain implicit, and asks: how does the evaluation of a transition pathway change once material flows are made explicit?
