Abstract
Background: Foster care is a fundamental intervention within child welfare systems, yet the guidelines governing its practice exhibit significant international and jurisdictional inconsistencies. This exploratory scoping review maps the key parameters within foster care guidelines published between 2015 and 2024 to address the lack of a consolidated overview of current standards. Aims and Review Question: The primary objective was to identify and analyze the components underpinning existing policies and protocols, and to examine similarities and differences across diverse organizational contexts. The review was guided by the central question: What parameters are used in guidelines for placing children in foster care? Methods: Adhering to PRISMA-ScR principles, a structured search was conducted via ProQuest and supplemented by pilot searches across multiple platforms. Eligible sources included empirical studies, reviews, and formal policy documents regarding placement and practice. Results: The synthesis identified a heterogeneous body of literature centered on several core parameters: placement decision-making frameworks, the pivotal role of the case manager in service coordination, and the necessity of interagency collaboration. However, the findings reveal substantial variability in the operationalization of these parameters and a general fragmentation in quality measurement methodologies. Conclusions: While sharing normative goals of child well-being and stability, guidelines often lack clear implementation standards. This review establishes a conceptual foundation for developing evidence-informed, coherent guidance and identifies critical priorities for future research to enhance consistency and accountability in foster care provision.
