Elite capture matters: Insights from interventions in seed systems with women self-help groups in India

Abstract

Seed sector development interventions through community institutions are an inclusive and sustainable approach to enhance smallholder farmers' access to quality seed. However, community leaders or individuals with better socio-economic conditions may benefit disproportionately from such interventions, a phenomenon called ‘elite capture’. Elite capture has been examined in different settings, particularly in various poverty reduction and forest management programs. While some studies argue that elites' skills and networks lead to better outcomes, others highlight the exploitative nature of elite capture, which undermines overall development objectives. The challenge lies in designing community-based interventions that mitigate the risk of elite capture while ensuring equitable benefits and sustainable outcomes.
