Presenta el modo en que se ha tratado el tema del Estado en la CEPAL, senala críticas que el mismo ha provocado, esboza la manera en que debería reformularse dicho tema a la luz de las circunstancias políticas actuales de la región y de los requisitos de una estrategia de desarrollo autónoma, equitativa y democrática.
