Importsanktionen wirken stärker: Einfuhrverbote können mehr Druck erzeugen als Exportbeschränkungen

Abstract

Handelssanktionen kommen seit den 1960er Jahren vermehrt zum Einsatz und machen mittlerweile ein Drittel aller Wirtschaftssanktionen aus. Die wirtschaftlichen Kosten, die durch das Einführen von Handelssanktionen entstehen, variieren je nach Handelsstruktur des betroffenen Landes. Untersucht werden Einbußen des Bruttoinlandsprodukts pro Kopf unter der Berücksichtigung der sanktionierten Handelsströme. Betreffen Importsanktionen das Exportvolumen des Ziellandes im Umfang von einem Prozent des Bruttoinlandsprodukts, kann die Wirtschaftsleistung pro Kopf um bis zu 1,6 Prozentpunkte sinken. Länder mit wenigen Handelspartnern oder stark rohstofflastigen Exporten können stärker von den Handelssanktionen betroffen sein. Dabei können Importsanktionen, der Stopp von Importen aus dem sanktionierten Land, stärker wirken als Exportsanktionen. Bei der Festlegung des Umfangs von Handelssanktionen sollten daher verschiedene handelsspezifische Faktoren berücksichtigt werden.
