Kommunale Investitionen: Potenzial und Grenzen des Sondervermögens Infrastruktur und Klimaneutralität

Abstract

Kommunen tragen maßgeblich die öffentliche Daseinsvorsorge, doch trotz steigender Bruttoinvestitionen blieben die realen Zuwächse unzureichend und die seit Jahren negativen Nettoinvestitionen weisen auf erheblichen Substanzverzehr hin. Das Sondervermögen Infrastruktur und Klimaneutralität (SVIK) kann zur Stärkung der kommunalen Investitionstätigkeit beitragen und regionale Unterschiede verringern. Auf Basis einer Szenarioanalyse auf Kreisebene wird gezeigt, dass die Wirkung des SVIK entscheidend von der Verwendung der Mittel für zusätzliche Investitionen und der kreisspezifischen Investitionsquote abhängt. Während eine vollständige Verwendung für Zusatzinvestitionen deutliche Impulse und einen gewissen Aufholprozess investitionsschwacher Kreise bewirken würde, blieben die Effekte bei nur teilweisen Zusatzinvestitionen moderat und die regionalen Disparitäten gingen kaum zurück. Für eine vollständige Zusätzlichkeit der Investitionen sind jedoch eine bessere Finanzausstattung der Kommunen, verlässliche Förderstrukturen sowie ein Kapazitätsaufbau in Planung und Vergabe notwendig.
