Reiche Haushalte in Deutschland spenden relativ zum Einkommen weniger als ärmere Haushalte

Abstract

Die regelmäßige Haushaltsbefragung des SOEP zum Spendenverhalten hat sich im Jahr 2020 erstmals auch an eine Zufallsstichprobe von Hochvermögenden gerichtet, die im Jahr zuvor in das SOEP aufgenommen wurden. Bei Einbeziehung der Hochvermögenden erhöht sich das private Spendenvolumen im Berichtsjahr 2019 von 9,7 auf 10,3 Milliarden Euro, obwohl insgesamt weniger Menschen spenden als im Jahr 2017 und die Quote von 46,8 auf 43,3 Prozent sinkt. Im Jahr 2021 steigt das Spendenvolumen unter Fortschreibung auf Grundlage des DZI Spenden-Index auf 12,9 Milliarden Euro. Die Analysen der SOEP-Daten zeigen einen klaren Einfluss der Höhe des Einkommens auf die Spendentätigkeit. Die einkommensstärksten zehn Prozent der Haushalte bringen zwar 37 Prozent des gesamten Spendenaufkommens auf. Relativ zu ihrem verfügbaren Einkommen spenden sie allerdings weniger als die unteren Einkommensgruppen. Jedoch ist die steuerliche Begünstigung bei niedrigen Einkommen weitaus geringer als bei hohen, da sie sich nach dem Grenzsteuersatz richtet. Eine steuerliche Gleichbehandlung könnte die Spendenbereitschaft erhöhen.
