Wirtschaftspolitische Wege aus der Türkeikrise: Unabhängige Zentralbank und internationale Hilfen

Abstract

Die derzeit fragile Lage in der Türkei dürfte sich weiter verschlechtern, wenn die Regierung keine wirtschaftspolitischen Maßnahmen ergreift. Angesichts des Vertrauensverlustes des Auslands steigen die externen Finanzierungskosten, Konsum und Investitionen sinken, die türkische Lira wertet weiter ab. Schließlich würden die ausländischen Kapitalströme wohl vollständig versiegen. Konservativ geschätzt würde dann das Wachstum um fünf Prozentpunkte im ersten Jahr zurückgehen. Dies zeigen entsprechende Simulationen mittels eines vom DIW Berlin entwickelten Gleichgewichtsmodells. Werden dagegen Maßnahmen ergriffen – Konsolidierung des Haushalts, Leitzinserhöhung oder Senkung des Inflationsziels –, könnte die Krise verhindert werden. Am effektivsten und effizientesten erweist sich dabei eine Einhaltung des Inflationsziels durch die Zentralbank, die dadurch ihre Unabhängigkeit unter Beweis stellen und den Vertrauensverlust der Investoren aufhalten könnte. Auch günstige Kredite internationaler Partner würden die Währung, Inflation und Wirtschaft stabilisieren – und den Reformprozess in der Türkei unterstützen.
