Wo die Piratenflaggen wehen

Abstract

"Je besser ein Land regiert wird, umso niedriger ist die Kriminalität dort." Diese weit verbreitete Ansicht wird hier am Beispiel der Piraterie hinterfragt. Wir zeigen, dass optimale Bedingungen für Piraterie in den Ländern bestehen, in denen Infrastruktur und Märkte ausreichend entwickelt sind, um Beute leicht zu Geld machen zu können, aber die Mechanismen zur Korruptions- und Kriminalitätsbekämpfung noch schwach sind. Deshalb kommt es am häufigsten bei einem mittleren Governance-Niveau zu Piraterie, weniger bei Anarchie und gescheiterten Staaten. Aus diesem Artikel folgt eine eindeutige Politikempfehlung: Ansätze, durch verbesserte Governance Piraterie einzudämmen, müssen sich auf den Kampf gegen Korruption konzentrieren.
