Technologieoffene Förderung: zentrale Stütze der Industrieforschung in Ostdeutschland

Abstract

Die Industrieforschung findet in Ostdeutschland überwiegend in kleinen und mittleren Unternehmen (KMU) und gemeinnützigen externen Industrieforschungseinrichtungen statt, während sie in Westdeutschland vor allem von Großunternehmen betrieben wird. Bund und Länder unterstützen die ostdeutsche Industrieforschung im Rahmen ihrer technologieoffenen Förderprogramme mit etwa einer halben Milliarde jährlich. Dieser Förderansatz, der ein breites Spektrum von Produkt- und Prozessinnovationen vorwiegend über Projektzuschüsse unterstützt, hat sich im Großen und Ganzen bewährt. Die geförderten industriellen KMU sind gewachsen, sie haben neue Märkte erschlossen sowie ihre Produktivität und Ertragslage verbessert. Das ist das Ergebnis einer Studie, die das DIW Berlin für das Bundesministerium für Wirtschaft und Technologie durchgeführt hat. Um die Chancen für das Wachstum der ostdeutschen Unternehmen zu erhöhen, sollten Forschung und Entwicklung (FuE) sowie Innovation auch künftig mit hoher Priorität gefördert werden. Dazu muss der Bund, der seine technologieoffene Forschungsförderung für KMU zunehmend auf Westdeutschland ausgedehnt hat, weiterhin Präferenzen für Ostdeutschland vorsehen.
