"Next Generation Networks": neue Herausforderung für Regulierung

Abstract

Der in Gang befindliche Übergang von den klassischen Telekommunikationsnetzen zu "Next Generation Networks" bietet zwar hohe Innovationspotenziale, es besteht aber auch die Gefahr, dass marktmächtige Netzbetreiber ihre dominanten Positionen auf die bisher wettbewerblichen Märkte für Internetdienste und -anwendungen übertragen. Hierdurch können Innovationsanreize reduziert werden und neue Monopolstellungen entstehen. Inwieweit diese Risiken eine Anpassung oder Erweiterung bestehender Regulierungen erforderlich machen, wird zwar noch diskutiert, weitgehende Einigkeit besteht jedoch darin, dass restriktive Eingriffe übereilt wären. Stattdessen sollte die weitere Entwicklung kritisch beobachtet werden. Für diese abwartende Position spricht nicht nur die hohe Dynamik der Märkte, es ist vor allem auch die offene Architektur von "Next Generation Networks", die das Risiko langfristig nicht reversibler Fehlentwicklungen relativ gering erscheinen lässt.
