Gibt es fiskalische Anreize für die Kommunen zum Ausbau der Kinderbetreuung?

Abstract

Mit dem Gesetz zum Ausbau der Tagesbetreuung für Kinder will die Bundesregierung dazu beitragen, die Betreuung bis zum Jahre 2010 qualitativ und quantitativ an westeuropäische Standards heranzuführen. Allerdings ist das Angebot an Kinderbetreuungseinrichtungen vorrangig kommunale Aufgabe. Insofern hängt der Erfolg der geplanten Maßnahmen davon ab, ob die Anreize für die Gemeinden groß genug sind, um mehr Betreuungsmöglichkeiten zu schaffen. Für eine einzelne Gemeinde "rechnet" sich kurzfristig unter rein fiskalischen Gesichtspunkten die Kinderbetreuung nur, wenn man extreme Annahmen setzt. Vor diesem Hintergrund ist die Initiative des Bundes konsequent, die finanzielle Lage der Kommunen zu verbessern und ihnen so die Möglichkeit zu geben, mehr Mittel für die Kinderbetreuung auszugeben.
