EU-Osterweiterung: Effekte der Migration

Abstract

Die EU hat mit den mittel- und osteuropäischen Beitrittsländern Übergangsregelungen für die Freizügigkeit von Arbeitnehmern und anderen Personen vereinbart. Auf Antrag kann jedes EU-Mitglied die Arbeitnehmerfreizügigkeit für einen Zeitraum von bis zu sieben Jahren einschränken. Deutschland wird zunächst für zwei Jahre die Übergangsregelungen in Anspruch nehmen. Nach Schätzungen des DIW Berlin wird die ausländische Bevölkerung aus den zehn mittel- und osteuropäischen Beitrittsländern in Deutschland rund 20 Jahre nach Einführung der Freizügigkeit von derzeit 600 000 Personen auf 2 bis 2,8 Mill. Personen steigen. Etwa die Hälfte der Zuwanderer sind Erwerbspersonen. Die Ergebnisse der Untersuchungen des DIW Berlin sprechen dafür, dass die Zuwanderung nur geringe Effekte auf Löhne und Beschäftigung in Deutschland haben wird. Zugleich dürften die umlagefinanzierten Sozialversicherungssysteme von der Zuwanderung profitieren.
