Zur Reform der Abstimmungsregeln im EZB-Rat nach der Erweiterung des Euroraums

Abstract

Mit der bevorstehenden Erweiterung der Europäischen Union wird auch die Zahl der Länder, die dem Euroraum angehören, zunehmen. Bereits im Jahre 2006 könnte es zehn neue Mitgliedsländer geben. Dadurch würde die Zahl der Stimmberechtigten im Rat der Europäischen Zentralbank (EZB) - in seiner jetzigen Konstruktion - von derzeit 18 auf 28 steigen; träten auch Großbritannien, Dänemark und Schweden bei, erhöhte sie sich sogar auf 31. Für effiziente Entscheidungsfindungen ist es unerlässlich, die Regeln für die Abstimmungen im EZB-Rat zu reformieren. Der vorliegende Beitrag skizziert und vergleicht die entsprechenden Vorschläge der Europäischen Zentralbank und des DIW Berlin, die beide auf Gruppenbildung mit Rotation basieren, sich aber in der Gewichtung der einzelnen Regionen unterscheiden; im Vorschlag der EZB sind die großen Länder deutlich unterrepräsentiert.
