Modellrechnungen zum Lehrerbedarf an allgemein bildenden Schulen bis 2020: Ergebnisse einer Neuberechnung

Abstract

Die Personallage an allgemein bildenden Schulen in Deutschland ist nach aktuellen Berechnungen des DIW Berlin angespannt, obwohl zuletzt auch verstärkt Lehrkräfte eingestellt wurden. Die Zahl der Schüler allgemein bildender Schulen wird in Deutschland demographisch bedingt zwar mittelfristig sinken - nur in den neuen Bundesländern steigt sie in der zweiten Hälfte des Zeitraums der Projektion wieder etwas -, doch wird es infolge der ungünstigen Altersverteilung der Lehrer einen ziemlich großen Ersatzbedarf geben. Zudem ist die Lage im Unterricht an den Schulen wenig befriedigend. Die Klassen sind immer noch bei vielen Schularten zu groß, um die Schulbildung substantiell zu verbessern; vor allem aber fehlen hierfür Lehrkräfte. Die Schüler-Lehrer-Relation ist oft noch ungünstig; zu viele Schüler verlassen die Schule ohne Abschluss. Mittelfristig ist es erforderlich, mehr Lehrkräfte auszubilden und weiterhin verstärkt einzustellen.
