Japan: Zinsschritt reicht nicht aus

Abstract

Offensichtlich ist die Wirtschaftskrise in Japan noch nicht überwunden. Nach der jüngsten Revision der volkswirtschaftlichen Gesamtrechnung ist das Bruttoinlandsprodukt im dritten Quartal 2000 deutlich geschrumpft. Auch Informationen über die aktuelle Entwicklung lassen keine Anzeichen einer dauerhaften Erholung erkennen. Als Reaktion auf die Verschlechterung hat die japanische Zentralbank den Diskontsatz von 0,5 auf 0,35 % gesenkt. Allerdings wird der Zinsschritt allein nicht ausreichen, die Wende in der gesamtwirtschaftlichen Entwicklung herbeizuführen und die anhaltende Deflation zu bezwingen. Verunsichert über die künftige Entwicklung und in der Erwartung weiter sinkender Preise halten sich Verbraucher und Investoren zurück. Angesichts der extrem hohen Staatsverschuldung ist der fiskalpolitische Handlungsspielraum allerdings nahezu ausgeschöpft. In dieser Situation müsste die erst seit kurzem unabhängige Zentralbank zu einer unkonventionellen geldpolitischen Maßnahme greifen: eine massive Geldmengenausweitung über den Ankauf von Staatsschuldtiteln.
