Entwarnung auf dem Welt-Chrommarkt?

Abstract

Der weltweite Chrommarkt ist durch eine erhebliche regionale und unternehmensbezogene Konzentration gekennzeichnet. Dabei haben die Chromerz-Produzenten Südafrikas nicht zuletzt aufgrund ihrer umfangreichen Chromerzlagerstätten einen Standortvorteil. Als sich - begünstigt durch ein neues Produktionsverfahren in der nachfragenden Edelstahlindustrie - im südlichen Afrika die weltweit größte vertikal integrierte Ferrochromindustrie herausbildete, schien eine Monopolisierung des Chromangebots fast unausweichlich. Aus wettbewerblicher Sicht war auch die gegenseitige Kapitalverflechtung der marktbeherrschenden Unternehmen problematisch. Positiv für den Wettbewerb wurde daher der Einstieg der schweizerischen Südelektra in den südafrikanischen Chrommarkt bewertet. Nicht unbedenklich ist aber nach wie vor die starke Abhängigkeit der Verbraucher von einer einzigen Region: So könnten die zunehmenden wirtschaftlichen und politischen Instabilitäten im südlichen Afrika durchaus Auswirkungen auf die Versorgungslage mit Chromerzen und Ferrochrom haben.
