Ausbildung an beruflichen Schulen und Lehrerbedarf bis zum Jahr 2020

Abstract

Die Ausbildungssituation an den beruflichen Schulen ist seit vielen Jahren angespannt. Mittelfristig wird sich die Zahl der Schüler demographisch bedingt verringern. Inwieweit sich dadurch die Lage an den beruflichen Schulen entspannt, wird aber nicht zuletzt davon abhängen, in welchem Maße ausscheidende Lehrer ersetzt werden. Ausgehend von der Ausstattung mit Lehrern im Schuljahr 1998/99 wird untersucht, wie sich der Bedarf an Lehrkräften in den alten und neuen Bundesländern bis zum Jahre 2020 verändern wird. Verwendet wird eine aktualisierte Version der zur Zeit gültigen Schülervorausberechnung der Kultusministerkonferenz, die ausreichend tief nach Schularten und Ländern gegliedert ist. Der künftige Gesamtbedarf an Lehrern und der Bedarf an neu einzustellenden Lehrkräften beruflicher Schulen werden in Modellrechnungen getrennt ermittelt. In einer Grundvariante wird dabei der Status quo fortgeschrieben; in einer Alternativvariante wird berücksichtigt, dass die Personalsituation an den beruflichen Schulen bereits angespannt ist und schul- sowie berufsbildungspolitischer Handlungsbedarf für bessere Schüler-Lehrer-Relationen besteht.
