Länderfusion begünstigt Entwicklung: wirtschaftliche und finanzpolitische Aspekte einer Vereinigung von Berlin und Brandenburg

Abstract

Die Diskussion ueber die Laenderfusion wird z.Zt. von Verteilungsfragen zwischen Berlin und Brandenburg beherrscht. Ob das Potential, das zu verteilen sein wird, groesser oder kleiner ist, scheint weniger zu interessieren. Aus wirtschaftlicher Sicht ist es aber gerade von Bedeutung, ob sich eine Laendervereinigung positiv auf Wirtschaft, oeffentliche Finanzen und Arbeitsmarkt der Gesamtregion auswirken wuerde und welchen Stellenwert solche Effekte haetten. Letzteres laesst sich nur beurteilen, wenn die wirtschaftliche Ausgangslage, die Veraenderung wichtiger politischer und oekonomischer Rahmenbedingungen und die daraus resultierenden Entwicklungsperspektiven der Region in die Betrachtung einbezogen werden. Strukturelle Probleme der regionalen Wirtschaft und die sich verschaerfende Konkurrenz der Regionen in Europa stellen den Hintergrund dar, vor dem die Vereinigungsfrage zu diskutieren ist.
