Ausländerintegration und Bildungspolitik

Abstract

ln der Bundesrepublik Deutschland leben gut 6 Millionen Menschen ausländischer Staatsangehörigkeit, von denen mehr als 2 Millionen sozialversicherungspflichtig beschäftigt sind. Sie sind im Durchschnitt weit schlechter schulisch und beruflich qualifiziert als Deutsche und weit häufiger in niedriger beruflicher Stellung tätig. Aufgrund ihrer schlechteren Qualifikation sind Ausländer auch stärker von Arbeitslosigkeit betroffen und länger arbeitslos als deutsche Arbeitnehmer. Kaum günstiger ist die Situation bei der "zweiten Ausländergeneration": Die gesellschaftliche Integration der Zuwanderer wird dadurch stark erschwert. Um dies zu ändern, müssen bereits in der Schule und im Bereich der dualen Ausbildung verstärkte Anstrengungen unternommen werden. Damit verbundene Aufwendungen stellen einmal gesellschafts- und wirtschaftspolitisch bedeutsame Zukunftsinvestitionen dar. Zum anderen ist auch zu berücksichtigen, daß die in Deutschland lebenden Ausländer ebenso zur Finanzierung des öffentlichen Sektors und der Sozialpolitik beitragen wie Deutsche.
